There are three sites in India where you can intern at Qualcomm

2. Bangalore
3. Chennai
In United States, as far as I know you can intern at San Diego/Santa Clara.
Now in order to get an internship, please visit Careers | Qualcomm That is the best way to send in your resume to the HR. So all internship openings at Qualcomm would be with a "T" requisition ID, for example T123456 where as all engineering openings will be with an "E" E123986 etc.
Ideally you need to create a complete profile on the website and then apply to the intern positions. In the US, the HR would short-list the profiles and call you for an interview. Interviews can be "on-site" or telephonic depending on what the role is and what is expected of an intern. Generally it is "on-site" only.
In India, I haven't heard anyone getting an internship while applying online. Qualcomm generally hires the interns ON-CAMPUS. However I strongly encourage you to apply online and see if something comes up.
You may find people saying that forward your resume to someone in QCOM and they can get you an intern in their team. More often that is not TRUE. It's mostly from the Talent Pool that the interns are assigned to a particular team for an internship!
